1. (U) In response to ref A, Post has neither
observed nor received any information concerning
discrimination against U.S. products, suppliers, or
bidders in airport construction projects funded by
the Government of Uzbekistan (GOU). Post is not
aware of any instances in which fair market
opportunities have been denied to U.S. products,
suppliers, or bidders in airport construction
projects of 500,000 USD or more funded in whole or
in part by the GOU. On the contrary, Uzbekistan has
been highly receptive to U.S. goods and services in
the aviation sector as witnessed, for example, by
the recent sale of four Boeing 767 aircraft to
Uzbekistan Airways (ref B),and the use of Honeywell
auxiliary power units in Ilyushin passenger aircraft
built by the Tashkent Aircraft Corporation.
