SUBJECT: UZBEKISTAN: UPDATE ON U.S.-UZBEK S&T AGREEMENT

1. (SBU) OES/STC Officer Michael C. Schena visited Uzbekistan
in June to further negotiations on a proposed U.S.-Uzbek
Science and Technology (S&T) Cooperation Agreement (reftel).
At the time of ESToff's departure, the S&T Agreement was going
through the GOU's interagency approval process.
2. (SBU) On August 25, the Uzbek S&T Committee informed us
that the interagency approval process has been completed and
that the final Uzbek amended version of the Agreement was
forwarded to the Cabinet of Ministers on August 21. We were
told that the Embassy should expect to receive it shortly.
(Note: Post also made indirect inquiries with the Science
Advisor to the President, who told us that he is aware of the
ongoing negotiations and the current status of the agreement.)
3. (SBU) COMMENT: Although we have not yet seen the text of
the amended agreement, the fact that the interagency process
has been completed is a very positive sign. It is our
expectation based upon ESToff's meetings in June that the
amended Uzbek version will be very close to the U.S. draft.
If this proves to be the case, then prospects are good that
the agreement can be finalized this year. END COMMENT.
