1. (C) In a "rags to riches" meeting between UNICEF
representative Siyma Barkin and the Minister of Labor today,
Minister Aktam Ahmatovich Haritov told Barkin that the GOU would
like to implement all of the items in the UNICEF Work Plan, which
was agreed to by the GOU last January. In fact, the GOU would like
UNICEF to implement everything in the month of August, including
training sessions for local officials, law enforcement, and school
administrators; publication of materials on child labor; and an
"attitude assessment campaign" to better understand the attitude
toward the child labor problem. This is quite a turnaround from a
couple weeks ago, when UNICEF director Mahboob Shareef said he was
reluctant to call the Work Plan a "living document," because it had
been for the most part dormant since its signing. (See reftel.)
Barkin told poloff that it will be quite a challenge to meet the
GOU's proposal for the month of August, but UNICEF will certainly
do everything it can to take advantage of this opportunity.




2. (C) The Minister also told Barkin that the GOU is in
discussions with the International Labor Organization (ILO) about
conducting an assessment of child labor in the fall cotton harvest.
If they are able to reach an agreement, it would be a huge step
forward in the GOU's efforts to address child labor in the cotton
industry, and would go far in alleviating some of the pressure on
this issue from the international community.
