1. (SBU) This is an action request. See para 3.
2. (SBU) On March 30, in response to reftel request,
Tonis Idarand, MFA Director for Central Europe and the
Balkans told Pol/Econ Chief that MFA's legal
Department is in the process of drafting a written
statement to the ICJ in support of Kosovo. The MFA
has already reached out to the British and Dutch for
input on arguments which could be used. Idarand
requested any additional information from the U.S.
that could assist Estonian drafters.
3. (SBU) Post requests Department send - as soon as
possible - additional information we can provide the
MFA to assist in their drafting of a statement in
support of Kosovo. In particular, the MFA is looking
for arguments by likeminded countries on which the GOE
can model its own statement. POC in Tallinn is
Pol/Econ Chief Jessi Adkins.
