1. Econ/Commercial Officer Brian Frere carried out post-shipment
verification at AS Elcoteq Tallinn, on 10 November 2009.
2. Post met for approximately one hour with Jan Kotka, General
Manager of AS Elcoteq Tallinn. An examination of the firm's records
confirmed that Elcoteq received reftel shipment of 600 electronic
integrated circuits and micro assemblies, digital field
programmable gate arrays (A42MX24-2PQ208XC01) on June 23, 2008,
which were used to manufacture Message Bus Interfaces (MBIF) and
Hardware Alarm Terminals (HWAT) for their customer Nokia Siemens
Networks. According to Mr. Kotka all the products in reftel were
used in Estonia and all the assembled MBIFs and HWATs were shipped
to Nokia Siemens Network in Espoo, Finland. Mr. Kotka provided an
invoice showing the shipment of above mentioned products to Nokia
Siemens Networks in Finland. Elcoteq AS no longer assembles
products for Nokia Siemens Networks.
3. Post was able to schedule the visit without significant delay
from the company, and experienced no reluctance on the part of Mr.
Kotka to answer any questions posed by Econ/Commercial Officer.
Kotka provided documentation that supported shipments reported in
reftel. Documentation also showed the company received 11 other
shipments from Actel Corporation of A42MX24-2PQ208XC01-s in 2008
which were all ordered for the same Nokia Siemens Networks
products.
4. Recommendation: all indications were that the goods have been
used in accordance with the terms of the export license and that AS
Elcoteq Tallinn appears to be a reliable recipient of sensitive
U.S. technology for this transaction.
