1. (U) Econoff delivered reftel points to Estonia's
Ministry of Foreign Affairs (MFA) and Ministry of
Economic Affairs and Communications (MinEcon),which
handles energy issues.
2. (U) Our contacts in the government of Estonia
(GOE) had the following responses to reftel questions:
-- Estonia supports the International Renewable
Energy Agency (IRENA),and in fact signed the founding
statute the week of June 7.
-- Estonia will be represented at the June 28-30
preparatory meeting in Egypt by their embassy in
Cairo.
-- Estonia's first choice for a headquarters of
IRENA is Bonn, Germany. As their second choice,
Estonia would support the United Arab Emirates.
-- Estonia feels that the proper vision and role
of IRENA would be a promoter of research and
development into renewable energy technologies, and
support for technology transfer.
3. (U) Demarche delivery coincided with a visit from
the U.S. Department of Energy (DOE) regarding a
planned conference on energy efficiency, renewable and
clean energy technologies in November 2009. The GOE
was strongly supportive of holding such a conference
here in Tallinn. Post will continue to work with DOE
on preparation for this, ahead of the COP-15 summit in
December.
