1. (SBU) Estonia will participate in the 5th Plenary Meeting of
the Global Initiative to Combat Nuclear Terrorism (GICNT) in
The Hague, Netherlands June 15-16, 2009. In April, Poloff and
her counterpart from the Russian Embassy jointly delivered
reftel invitation to Paul Teesalu, Director of Division for
Security Policy at the Estonian MFA. (NOTE: We also
consulted with the Dutch Embassy on our plans to deliver the
demarche and the subsequent results. END NOTE). Teesalu
subsequently responded that he will represent Estonia at the
Plenary and will address participants of the Global Initiative
Information Portal Advisory Committee (GIIPAC) meeting that
will take place during the working group sessions on the
second day of the Plenary. (NOTE: In June 2008, Estonia co-
hosted a GI conference in Tallinn on the development of the
Global Initiative Information Portal (GIIP). END NOTE).
