1. (C) EconOffs met with Foreign Ministry Middle East and
North Africa Department officers on 18 September to follow-up
on a previous demarche regarding the Ad-Hoc Liaison Committee
Meeting on 22 September (reftel). The Ministry's Palestinian
Affairs desk officer reiterated the urgency of a durable
solution to the Gaza crisis and echoed the EU's call for an
immediate and unconditional opening of crossings for the flow
of humanitarian aid as well as commercial goods and persons
to and from the region. She did not anticipate any immediate
plans to contribute bilaterally to the PA nor did she foresee
additional EU support to lessen the budget deficit this year.
The EU, however is urging all donors to deliver on past
commitments to enhance their efforts to assist the PA "in the
spirit of equitable burden sharing".
2. (C) When asked if the EU was willing to "upgrade" the
Israeli-EU Association Agreement, the desk officer for Israel
stated that a "deepening of relations is closely linked to
the political situation" in the region. Within the current
context, the EU plans to prolong the Action Plan governing
the Agreement for "at least one year". On September 16,
however, MFA Middle East Group Chief Frederik Floren told POL
Counselor that Sweden would want to be in a position to
support S/E Mitchell's efforts, and that it would consider
pushing for an upgraded Association Agreement if that would
help the peace process.
