SUBJECT: SWEDISH RESPONSE TO DEMARCHE ON SOY ISSUE AT
SEPTEMBER 7 EU AGRICULTURE COUNCIL MEETING

1. (SBU) On August 20, Emboff shared reftel points regarding
the soy issue with Carina Knorpp, Senior Advisor at the
Swedish Ministry of Agriculture. Knorpp commented that she
was well aware of the findings of unapproved biotech corn
dust in soybean meal imports from the U.S., and added that
she recognizes the economic problems that suspending trade
because of these findings would create for EU livestock
producers and the food/feed industry.
2. (SBU) As Sweden is the current EU President, Knorpp
assured post that Sweden would remain neutral in any EU
discussion and "would not attempt to influence the discussion
in any direction." Knorpp opined that the only thing Sweden
can do is to ask the Commission to devise a technical
solution for a tolerance greater than zero. Post will report
any additional response septel.
