SUBJECT: SWEDES REPORT THAT U.S. RESEARCH VESSEL VIOLATES
TERRITORIAL WATERS
1. (SBU) Acting Economic Counselor was summoned to meet
Deputy Director Andreas Ekengren, Security Policy Department,
the Swedish Ministry for Foreign Affairs (MFA) on August 6 to
receive a written protest from the Government of Sweden
(GOS). Ekengren told Emboff that the U.S. research vessel
T-AGS 63 HENSON passed through Swedish territorial waters on
four separate occasions between 17.10 and 22.59 on July 6,
2009. He said that the incident constitutes a violation of
Swedish Admission Ordinance (SFS 1992:118),Section 3,
regulating passage through Swedish Territorial waters.
Ekengren provided post with the exact times, durations and
locations of the violations. Post will scan all documents
and transmit via e-mail to EUR/NB.
2. (SBU) Ekengren stated that the GOS "is not expecting" a
reply on this matter.
