1. (U) This is an action request. See paragraph 3 below.
2. (S) BACKGROUND: During the September 2, 2009, New
START Treaty negotiations in Geneva, A/S Gottemoeller and
Ambassador Antonov discussed the schedule of meetings
required to successfully conclude negotiations on a treaty
text before December 2009 (Reftel). The U.S. view of the
schedule is that the two delegations need to meet almost
continuously between September 21, 2009, and November 20,
2009. The U.S.-proposed schedule (paragraph 4 of this
cable) also takes into account the Moscow Ministerial
meetings the week of October 11-15, 2009, and allows for
the senior members of the negotiating teams to meet in
Moscow that week.
3. (U) ACTION REQUEST: Embassy Moscow is requested to
deliver the non-paper in paragraph 4 to appropriate host
government officials. Washington will provide a courtesy
Russian-language translation of the non-paper when
available; however, delivery of the English language text
should not be delayed. Embassy is requested to confirm
delivery of the text, the name and office of the official
to whom it was delivered, the date of delivery, and any
comment or reaction provided at that time.

U.S.-Proposed New Start Treaty Meeting Schedule for Geneva
and Moscow, September 21, 2009, through November 20, 2009
To continue the discussion begun at our September 3
plenary meeting in Geneva concerning a working schedule
for the START follow-on talks, the United States would
like to suggest a schedule to complete our work as
follows:
First, we would propose that the delegations meet next, as
agreed, on September 21 in Geneva. We would propose that
the Heads of Delegation and full delegations remain in
Geneva for two weeks of continuous work, through October
2.
During the week of October 5-9, the two Heads of
Delegation would return to capitals, but we would propose
that the delegations continue to work in Geneva, meeting
in working group format and under the authority of the
working group chairmen.
On October 13 and 14, Secretary of State Clinton and
Foreign Minister Lavrov will meet in Moscow. Preceding
this meeting, Under-Secretary Tauscher will travel to
Moscow to meet Deputy Foreign Minister Ryabkov on October
12 and 13. Both to take advantage of the opportunity
afforded by high-level meetings to inform our work, and
also in response to the invitation put forward by the
Russian Head of Delegation to meet his U.S. counterpart in
Moscow, the U.S. proposes to bring a small group (the
senior U.S. Delegation Members),similar to the group that
travelled to Moscow in May and June, to Moscow on October
11-15.
After the Moscow meetings, the full delegations would
immediately reconvene in Geneva and remain there until the
treaty is completed.
To summarize:
- September 21-October 2: full delegations meet in Geneva
- October 5-10: technical meetings in Geneva
- October 11-15: small group meets in Moscow (Foreign
Ministers meet October 13-14)
- October 12-17: Working groups continue meeting in
Geneva
- October 19-November 20: negotiations continue in Geneva

for Geneva meetings based on the outline provided in the
summary paragraph. It is designed to take account of the
intense schedule that will have to be pursued in October
and November, in order to conclude our work by December.
This format is a proposal only; we look forward to hearing
Russian ideas and suggestions about the format for our
