1. This is an action message. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post assistance in conducting a
pre-license check for the export of facemask canisters to
Guyana. Post is requested to complete this Blue Lantern
check within 30 days. Lack of response to a Blue Lantern
check will affect pending and future licenses involving
parties to this license.
3. Reason for request: The Foreign End User, Pritipaul Singh
Investments Inc. (PSI a/k/a Mid Atlantic Seafoods) has no
licensing history with our office. Also per reftel, PSI is
now a Venezuelan-registered company.
4. ACTION: Please contact the Foreign End User, PSI, and
confirm its request for the quantity and type of the
commodity listed below. Please also confirm intended use of
the commodity. Lastly, ask PSI if it understands the
restrictions on United States Munitions List (USML)
commodities, particularly the prohibition against
re-transfers or re-exports without express USG authorization.
