1. This is an action cable.


2. The points in para 3 below provide a brief report of VCI
Assistant Secretary Rose Gottemoeller's informal meeting on
CFE Treaty issues with Russian Disarmament Director Anatoly
Antonov in Geneva on September 3, 2009 . Posts are requested
to deliver the points orally to HLTF/CFE interlocutors as
soon as possible during the week of September 7, 2009, noting
that the U.S. looks forward to further discussion on CFE
during the HLTF meeting on September 17. FYI for Ankara: A/S
Gottemoeller plans to discuss this meeting in greater detail
with Ambassador Sensoy as soon as possible the week of
September 7. End FYI.


3. VCI Assistant Secretary Rose Gottemoeller met with
Russian Disarmament Director Anatoly Antonov in Geneva on
September 3, 2009, to informally explore possibilities for a
way forward on CFE.

- Gottemoeller underscored that Russia's current suspension
of its implementation of CFE was a major bar to movement on
ratification of the Adapted CFE Treaty (A/CFE) by the U.S.
and others. In this context, they exchanged ideas on the
possibility of trial implementation of all -- or elements of
-- A/CFE, provisional application of A/CFE, and how those
questions might relate to the ratification of A/CFE as
elements of the parallel actions package. Gottemoeller and
Antonov appeared to have thought of some similar concepts.

- Gottemoeller said she thought that in the context of an
agreed parallel actions package, it would be possible to move
on ratification of A/CFE if Russia was implementing. Antonov
made clear that Russia would never agree to resume
implementation of the existing CFE treaty.

- Antonov stressed the importance of Russia's position that
the flank regime must be abolished for Russia. He made a
detailed and unambiguous presentation of Russia's position on
the flank issue, building on the points in Russia's May 5
aide-memoire. Gottemoeller made clear that NATO's approach
envisioned the possibility of changes to the flank and other
Adapted CFE elements only after entry into force of the
Treaty.

- They discussed the issues of substantial combat forces,
Moldova and Georgia in familiar terms.

- The U.S. will provide a de-brief of the discussion at the
HLTF meeting September 17 and looks forward to a
consideration of next steps.
