1. Department wishes to express its appreciation to Mission
UNVIE Vienna and Embassies Berlin and Paris for your
expertise, responsiveness and effectiveness in managing the
recent IAEA budget negotiations and in reaching out to the
Governments of France and Germany in support of those
negotiations. As a result of your hard work and lobbying in
capitals, France, Germany and other key players joined
consensus on a real increase to the budget of the
International Atomic Energy Agency (IAEA) for 2010-2011 at
the August 3 Special Session of the IAEA Board of Governors
in Vienna.


2. The Administration has included nonproliferation,
disarmament and combating nuclear terrorism among the top
U.S. foreign policy priorities, and this increase in IAEA
resources is a victory for U.S. multilateral diplomacy. We
strongly commend Posts for the time and effort spent on this
marathon negotiation and on helping the Department build
consensus on this thorny issue. These efforts have
positioned the U.S. well for the IAEA General Conference in
September and to continue to exercise effective leadership in
future deliberations of the IAEA.
