JULY CONSULTATIONS


1. This is an action request. USUN may draw on the points in
para 2 during the 29 July consultations regarding the
Council's Committee established pursuant to resolution 751
(1992) concerning Somalia ("the Somalia Sanctions Committee").


2. BEGIN POINTS

-- In resolutions 1853 and 1844, this Council, in no
uncertain terms, reaffirmed its concern over the
deteriorating situation in Somalia and its support for the
Djibouti Peace Agreement.

-- Since then, violence has escalated, and al-Shabaab,
Hizb-al Islam and other extremists continue unabated to
threaten the peace and security of Somalia; target the
Transitional Federal Government (TFG) and the African Union
Mission in Somalia (AMISOM); and, obstruct humanitarian
assistance.

-- The United States condemns the financial and material
support provided by outside actors, which has been
instrumental in sustaining attacks by violent extremists
against the TFG.

-- The responsibility is now ours to send a clear message
that groups and individuals cannot perpetrate acts of
violence with impunity and disregard for decisions of this
Council.

-- I urge all Members to work together in support of the TFG
and to demonstrate the Council's seriousness and
determination to hold those who seek to destabilize the
region and terrorize the people of Somalia accountable for
their actions.

-- The United States would like to thank the Somalia
Sanctions Committee's Monitoring Group for their hard work
and determination to report on the implementation of the
sanctions. We urge all Member States to comply with their
obligations and to support the TFG.
