1. This is an Action Request. See paragraphs 2-4.


2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 050104138 for the export of
International Traffic in Arms (ITAR)-controlled harness cable
assembly to Japan. Post is requested to complete this Blue
Lantern inquiry within 45 days. Lack of response to a Blue
Lantern inquiry will affect pending and future licenses
involving parties to this license.


3. Reason for request: No documentation from End-User Japan
Defense Agency; PM/DTCC has reason to believe that
watchlisted entity Korean Aerospace Industries (KAI) may have
been involved in the upgrade on the US-1 aircraft without USG
authorization.


4. ACTION: The Department requests that Post make inquiries
with the Japan Defense Agency and Shintoa Corporation to
confirm that the United States Munitions List (USML) items
listed below have been received in full and that they are
being used for the purpose stated on the license. Inquire
specifically about KAI's possible role in the transaction,
and determine if other entities not listed on the license
were party to the transaction.

PURPOSE:

This harness cable assembly will be installed on Dowty
Propeller System for the Shinmaywa US-1A Search & Rescue
Aircraft.

-- End-User Declaration from Dowty Propellers dated 16 May

2008.
