1. (U) This is an action request. Embassy Bern, please see
paragraph 3.


2. (S) Background: The United States has information that
Syria is seeking to obtain a high-speed camera -- such as the
X-VIT LS produced by Swiss company AOS Technologies -- to
support Syria's indigenous missile development efforts.
Although not controlled by the Missile Technology Control
Regime (MTCR),this type of camera could be used to film
high-speed events in support of missile-related diagnostic
testing and analysis. We want to bring this information to
the attention of Swiss authorities to inform their export
control efforts.


3. (S) Action Request: Request Embassy Bern approach
appropriate host government officials to deliver talking
points/non-paper in paragraph 4 below and report response.
Talking points also may be provided as a non-paper.


4. (S) Begin talking points/non-paper:

-- We would like to raise with you a matter of potential
proliferation concern and request your government's
assistance in investigating this activity.

-- The United States has information that in March 2009, a
Syrian firm was seeking to procure a model X-VIT LS camera
from the Swiss company AOS Technologies.

-- We are bringing this matter to your attention because we
are concerned that this equipment may be used to support
Syria's indigenous missile development efforts.

-- Although not controlled by the Missile Technology Control
Regime (MTCR),this equipment could be used by Syria to film
high-speed events in support of missile-related diagnostic
testing and analysis.

-- We are providing you this information to inform your
export control efforts and hope you find it useful.

-- We look forward to continued cooperation on
nonproliferation issues and to hearing of any actions your
government takes in response to this information.
