1. (U) This is an action request. See paragraph 2.
2. (U) USDEL is authorized to join consensus on the FSC
draft decision on an OSCE meeting to review the OSCE Document
on Small Arms and Light Weapons (SA/LW) and its Supplementary
Decisions (FSC.DD/4/09/Corr.1),per ref A. Washington
requests that USDEL provide the following
recommendations/comments, per ref B., during the working
group on July 1:
-- Working Session II should be broadened to include
"Brokering, Export, and Import Controls"
-- the third tic under Working Session II discussion topics
should be amended to "end-user certification/end-use
monitoring"
-- the U.S. looks forward to sending an expert from
Washington to participate as panelist for one of the working
sessions
The U.S. opposes any effort to turn the OSCE Document into an
OSCE-wide standard or treaty. Therefore, USDEL should draw
from the following talking point in registering U.S.
expectations for the September review meeting:
The U.S. looks forward to a fruitful discussion in September.
Our expectations for this review are founded on the fact
that the OSCE Document on SA/LW is meant to be a guideline.
We urge, therefore, that moderators and panelists keep in
mind that the Document consists of guidelines and best
practices to inform national legislation and procedures.
Keeping in mind this understanding, we believe, will help
panelists/moderators conduct productive discussions that
focus on practical steps that can be taken to make a real
difference in conflict prevention and stabilization.
