1. The Department Requests that USUN draw on the following
points for use during the May 28 UN Security Council
discussion of the UN Center for Preventive Diplomacy in
Central Asia.


2. Begin points:

Mr. President,

-- We are pleased to welcome back Special Representative
Jenca back to the Council and we thank him for his report.

-- We are encouraged that the Special Representative has
gained the trust of the leaders of Central Asia and believe
there is great promise for the Center to make significant
contributions to the stability of Central Asia in the areas
that he has addressed today. The Center's activities are
also potentially a vital complement to the international
community's efforts to establish peace and security in
Afghanistan.

-- We offer the Special Representative our full support as he
continues to implement his mandate. We encourage him in
particular to move forward in his efforts to consult on
regional water disputes and to encourage leaders in the
region to intensify their counter-narcotics cooperation areas
where we see the coordinating and facilitating role of the
Center as being especially beneficial.
