BACKGROUND
--------------

2. On June 19, the Chairman of the 1591 Committee concerning
the Sudan will brief the UN Security Council on the work of
the Sudan Sanctions Committee, covering the period March 11
to June 19. The briefing to the UNSC is provided in
accordance with paragraph 3(a)(iv) of resolution 1591. The
Chairman is expected to brief the UNSC on progress the
committee has made toward resolving issues related to travel
by the Panel of Experts (POE) associated with the committee,
as well as UNAMID's role in facilitating the work of the POE,
and the overall cooperation of the Government of Sudan
regarding compliance with the relevant Security Council
sanctions resolutions.

ACTION REQUEST
--------------

3. USUN may wish to draw upon the following points in
response to the Chairman of the 1591 Committee concerning
Sudan's briefing to the UN Security Council scheduled for
June 19, on the work of the Sudan Sanctions Committee for the
period covering March 11 through June 19.

Begin Talking Points:

We would like to thank the Chairman for his presentation and
stewardship of this important committee.

The United States believes targeted sanctions can and should
play an important role in supporting peace and stability in
the region by encouraging reconciliation of those earnestly
committed to peace, while isolating and deterring the actions
of those who would oppose it.

We believe the Council needs to fully implement the arms
embargo to help reduce the flow of arms to Darfur. We are
very concerned by the recent report of the Panel of Experts
noting that Unmanned Aerial Vehicles (UAVs) were delivered
and have been used for military purposes in Darfur by the
Government of Sudan. We call on all nations to respect the
will of the Council in completely adhering to resolution

1591.

The U.S. strongly agrees with the vital need to fully deploy
UNAMID as soon as possible -- the importance of which is
underscored by the briefing of the Chairman.

We commend the Secretariat's efforts to improve cooperation
with the Panel of Experts, including by facilitating their
travel. We call on the Secretariat to continue to look for
ways to facilitate such travel.

These experts can only be effective if member states respect
their mandate as set forth by the Security Council. We are
disappointed to hear that the Government of Sudan hampered
the Panel's work by denying a visa to its arms expert. It is
important that Sudan consistently and completely fulfill its
obligations under resolution 1591, including especially by
cooperating with the POE on queries and requests for
information.

The UN Secretariat, DPKO, UNAMID, and the GOS all have a role
to play in helping the Panel of Experts do its job to assist
the committee in monitoring implementation of the measures
imposed in UNSCR 1591 and successor resolutions.
