EXEMPTION REQUEST

1. This is an action request. Please see paragraphs 2 and 3.


2. USUN is requested to seek from the Committee established
pursuant to resolution 751 (1992) concerning Somalia an
exemption to the arms embargo on Somalia established by the
Security Council in resolution 733(1992). Text of the
exemption request is included in paragraph 4.


3. USUN should also submit to the committee information
supplied via ref C on the shipment for which we had
previously requested (and were granted by the committee) on
short-notice an exemption to the arms embargo. In that
request, we had indicated that we would provide the committee
more details on the shipment once we had them.


4. BEGIN LETTER

In accordance with paragraph 11 (b) of resolution 1772
(2007),the U.S. Mission hereby requests approval for an
exemption to the arms embargo imposed on Somalia by UN
Security Council resolution 733 (1992).

The United States Government intends to provide the
Transitional Federal Government (TFG) with an emergency
shipment of approximately 75 tons of ammunition as soon as
transportation arrangements can be made that will consist of
7.62mm, 12.7mm, 14.5mm, 23 mm, 37 mm, RPG-7, 60mm mortars,
and 81/82 mortars. The United States will transport this
ammunition from Entebbe, Uganda to Mogadishu Airport,
Somalia. The United States also plans to provide the TFG
with communications equipment, including VHF handhelds, base
stations, and repeaters. The United States Government is
providing this emergency support to reinforce the National
Security Force (NSF) as it defends the TFG against armed
opposition groups. In light of the on-going fighting in
Mogadishu, this emergency support is needed to ensure the
continued war-fighting capacity of the NSF and the survival
of the TFG, whose role is key to the continuation of the
political and reconciliation process outlined in paragraphs 1
- 5 of resolution 1772 (2007).
