1. This is an action request (see paragraph 3).


2. SUMMARY: Department requests that Embassy Kabul request a
bilateral meeting with Afghanistan on Monday, June 15. END
SUMMARY.


3. ACTION. Department requests that that Embassy Kabul
request a bilateral meeting with Afghanistan at The Hague on
the afternoon of June 15, prior to the 2009 GICNT Plenary
Meeting. This meeting would be with U.S. Head of Delegation,
Acting Assistant Secretary for International Security and
Nonproliferation C.S. Eliot Kang, and be held at the
Ambassador's residence.


4. OBJECTIVES. The purpose of this meeting is to:

- Express appreciation for Afghanistan's strong interest and
involvement in the Global Initiative.

- Congratulate Afghanistan on its progress towards fulfilling
its obligations under United Nations Security Council
Resolution 1540.

- Reiterate our support of Afghanistan in its efforts to
bring stability and development to its people and to disrupt,
dismantle, and defeat Al-Qaeda and its terrorist networks.


5. REPORTING DEADLINE: Department requests that Post schedule
this meeting with the Government of Afghanistan and confirm
with U.S. Embassy The Hague (Denny Merideth, AA/S Kang's
control officer) not later than June 10, 2009.


6. POINTS OF CONTACT: Department greatly appreciates Post's
assistance. All cables associated with the GICNT should be
slugged to the Department for ISN/WMDT and the relevant
