1. The Office of Allowances (A/OPR/ALS) has completed the reviews of
the Danger Pay Reports submitted by Mexico City and the nine border
posts via eAllowances. All factors were carefully assessed during
the danger pay analyses and reviews. One of the factors that was
prominent in all of the analyses was the violent incidents related to
narco-terrorism. ALS analyzed the Danger Pay Reports in accordance
with the office's danger pay standards. The office recognizes that
conditions are more severe at some of the posts than others and as
such all posts scored at varying levels. While narco-terrorism is an
issue to various degrees depending on location, the results of the
danger pay analyses did not meet the minimum threshold to establish a
danger pay allowance for any of the subject posts.
2. The Office of Allowances has completed the differential analyses
for the six Mexican posts (Mexico City, Ciudad Juarez, Monterrey,
Nogales, Nuevo Laredo, and Tijuana) that submitted differential
reports via eAllowances. The results of the differential analyses
will be announced in separate cables to post.
3. The Office of Allowances is sensitive to post's concerns for its
USG Community during the heightened drug-related violence in Mexico.
