1. The updated operational guidance for the Overseas
Seasonal Hire Program will be issued via PERNET and soon
thereafter, published on the DOS HR/OE intranet website.
2. Operational guidance for the OverseasSeasonal Hire
Program (OSHP) will no longer be issued as a yearly
publication. In the event that future program criteria
or guidance requires that information be updated, such
changes will be announced via ALDAC, posted on our
website, and published in our Omnibus newsletter.
Please reference the current cable number and retain
this operational guidance as a general notice in
administering your post's OSHP.
3. The third and final phase of the minimum wage
increase to $7.25/hr will be effective on July 24, 2009.
This increase will affect OSHP hires at the FP-EE Level.
Refer to the OSHP advisory guidance, Compensation, Item
B, for further information.
4. In the event of limited budgets, posts are reminded
that gratuitous service remains an option permitted only
under the auspices of the OSHP. Refer to the OSHP
advisory guidance, Hiring Methods, paragraph 4 for more
details. Also, contact your regional bureaus for
further administrative guidance.
5. Should you have any questions concerning the OSHP,
please contact your International HR Manager in
HR/OE/HRM.
