Department concurs in ref B recommendation that Rosemond
Aristide and Sergot Pierre be excluded for HSI training based
on Post's and Department's review of information alleging
possible involvement in criminal activity and/or human rights
abuse. Department further concurs with post's recommendation
that training include Jean Philippe Salomon since the
incidents reported and the nature of activities he allegedly
engaged in fall under the normal legal activities a police
private may have been assigned to undertake.
