1. (U) This is an action message. Please see paragraph 3.


2. (C) During an April 9 meeting with S/SRAP Holbrooke to
discuss the Pakistan Donor,s Conference, Japanese Ambassador
Fujisaki passed a matrix displaying donor information. The
matrix showed a tentative 500 million dollar Chinese
contribution. In a subsequent conversation, Japanese Embassy
Counselor Hideo Suzuki explained to EAP/CM Director Shear
that the Japanese had not heard of a possible contribution
directly from the Chinese and that MOFA had inserted the 500
million number only as an assumption based on the Chinese
loan announcement of last year.


3. (C) Department notes apparent Chinese reluctance to
schedule a meeting to discuss the Pakistan Donors,
Conference as instructed ref. b. We request that Charge
contact Assistant Foreign Minister Liu Jieyi to deliver
points contained in ref. b while stressing Special
Representative Holbrooke,s personal interest in a larger
Chinese role in and pledge to the conference. Special
Representative Holbrooke plans to raise this when he visits
Beijing next week.


4. (C) S/SRAP Holbrooke is attempting to contact Chinese
Ambassador Zhou on April 9 after his meeting with Ambassador
Fujisaki to convey these concerns.
