1. This is an action request. USUN is requested to seek from
the Committee established pursuant to resolution 751 (1992)
concerning Somalia an exemption to the arms embargo on
Somalia established by the Security Council in resolution 733
(1992).


2. BEGIN LETTER

In accordance with paragraph 3 of resolution 1356 (2001) for
non-lethal military equipment intended solely for
humanitarian or protective use, the U.S. Mission hereby
requests approval for an exemption to the arms embargo
imposed on Somalia by UN Security Council resolution 733
(1992).

To improve security in Somalia, the United States Government
(USG) requests an exemption for The HALO Trust to import and
use Ground Penetrating Radar detectors to conduct
humanitarian mineclearance in Somaliland. The HALO Trust
would like to import two Handheld Standoff Mine Detection
Systems, which have been successfully used in detecting
minimum metal mines. HALO Somaliland will be the end user of
the equipment. The detectors will be used by HALO trained
personnel and will be stored on HALO premises. The detectors
will significantly speed up the mineclearance process in
Somaliland, where most detectors have been unable to locate
the minimum metal mines at the required depth. The detectors
will be air freighted to Hargeisa Airport in Somalialand.
