1. This is an action request. USUN is requested to seek from
the Committee established pursuant to resolution 751 (1992)
concerning Somalia an exemption to the arms embargo on
Somalia established by the Security Council in resolution 733
(1992).


2. BEGIN LETTER

In accordance with paragraph 11 (b) of resolution 1772
(2007),the U.S. Mission hereby requests approval for an
exemption to the arms embargo imposed on Somalia by UN
Security Council resolution 733 (1992).

As part of security sector reform efforts in Somalia, the
United States Government (USG) would like to provide a
three-week Integrating Counterterrorism Strategies at the
National Level course for up to 22 Somaliland participants.
The USG proposes the course be held in Addis Ababa, Ethiopia
from 16 March through 3 April 2009.

The Integrating Counterterrorism Strategies at the National
Level course is classroom-based and teaches the participants
how to work through policy, management, and logistical
considerations that will shape the outcome of a National
Level Counterterrorism Center. At the conclusion of this
course, participants will have a roadmap that they can use to
implement a counterterrorism strategy. Topics include:
human rights, trends in terrorism, leadership, strategic
planning, threat assessment, command and control exercises,
performance management, policy development, and geographical
management accountability systems. Other than classroom
lesson materials, including a student lesson manual, pens and
paper, no equipment will be supplied.

The Integrating Counterterrorism Strategies at the National
Level course is designed to enhance the skills of the
Somaliland participants so that they can successfully develop
a framework for a national level counterterrorism center that
can identify terrorist organizations and interdict and
prevent acts of terrorism.
