GUINEA
1. (U) This is an action request (please see paras 2-3).
2. (SBU) Post is requested, at the level of the Charg
d,Affaires, to demarche Burkinabe President Blaise Compaore
regarding the ongoing mediation process aimed at resolving
the conflict in Guinea.
3. (SBU) Post may draw upon the following talking points:
-- Thank you once again for accepting the role of ECOWAS
mediator to help resolve the ongoing crisis in Guinea. The
United States fully supports mediation efforts intended to
restore a democratically elected civilian government in
Guinea and appreciates the challenges this presents to you as
a mediator.
--However, we are concerned that the mediation process
appears to have stalled since Moussa Dadis Camara,s
departure from Conakry. His departure provided the
opportunity to move towards a transition government and
democratic elections ) it would be tragic to miss this
opportunity.
--We urge you to play a stronger and more proactive
leadership role and reach out to the interim president in
Guinea, General Konate, to work towards a peaceful resolution
of the political situation in Guinea through the
establishment of a civilian-led transitional government
leading to democratic elections.
--Additionally, we hope you will publicly endorse and engage
in implementing the recommendation made by the International
Contact Group for Guinea on December 13, which called for the
deployment of an ECOWAS observer mission to Guinea.
--Washington is very focused on the situation in Guinea and
your efforts; any additional information on how you plan to
proceed would be extremely welcome.
--Finally, it would be helpful to establish more regular
contact between your government and the US Embassy at
whatever level you deem most appropriate so that we can work
together on this very complex issue. We look forward to
working with you closely to ensure a peaceful transition in
Guinea.
