SUBJECT: VOTING INSTRUCTIONS FOR INTERNATIONAL TRADE AND
DEVELOPMENT RESOLUTION


1. (U) This is an Action Request.


2. (U) USUN is instructed to call for a vote and vote NO on
the following draft resolution: International Trade and
Development and to deliver the explanation of vote contained
in paragraph three prior to the adoption of the resolution.



3. (U) Begin text: The United States is a strong advocate
of the development benefits of international trade and we
believe that opening markets to trade across the globe can
play a key role in attaining the goals of reducing poverty
and hunger and sharing the benefits of growth worldwide. We
believe the United Nations should send a unified, positive
message from all Member States to encourage an ambitious and
balanced conclusion to the Doha Round of trade negotiations.
The United States cannot accept this text as we do not
believe it encourages a constructive basis on which to build
fair and inclusive trade dialogue. We remain hopeful that,
in the future, the UN General Assembly will choose to take
more positive steps to ensure that the UN remains relevant
and constructive on economic and development matters. End
