SUBJECT: UNSC SOMALIA SANCTIONS COMMITTEE CONSULTATIONS


1. This is an action request. USUN may draw upon the talking
points in para 2 below in the Security Council Committee
established pursuant to resolution 751 (1992) concerning
Somalia ("the Somalia Sanctions Committee" -
www.un.org/sc/committees/751/index.shtml) consultations on 16
November.


2. BEGIN TALKING POINTS

- Thank you Ambassador Heller for your stewardship and
leadership of this important Committee.

- The United States remains extremely concerned over the
continuing military offensives against the TFG and the brazen
targeting of and violence against civilians, AMISOM forces,
and UN facilities.

- We condemn those outside actors, including the Government
of Eritrea, that provide weapons, funding, and training to
armed insurgent groups in Somalia and use their influence to
destabilize the Horn of Africa.

- Additionally, we take note of those forces within Somalia
who would profit from the desperation of the Somali people
and urge the Council to use all tools at its disposal to end
the violence.

- A year ago, in resolution 1844 (2008),the Council decided
to expand the UNSC Somalia sanctions regime from the
comprehensive arms embargo that was put in place in 1992 to
include targeted measures. We support today,s Press
Statement and believe the Committee must designate
individuals and entities that meet the listing criteria.

- The United States looks forward to your cooperation as the
Committee considers proposals for listings in the near future.
