DELISTING REQUEST

1. This is an action request. At the 10 November informal
meeting of the Security Council Committee established
pursuant to resolution 1521 (2003) concerning Liberia ("the
Liberia Sanctions Committee" -
www.un.org/sc/committees/1521/index.shtml),if no other
delegation objects, USUN should place a hold on the Focal
Point delisting request for Ali Kleilat (AKA: Ali Ramadan
Kleilat Al-Dilby; DOB: 10 July 1970, 10 July 1963; POB:
Beirut; citizen of the Netherlands, Liberia, and Lebanon).
Ali Kleilat is currently subject to the measures imposed by
paragraph 4 of UN Security Council resolution 1521 (2003) and
paragraph 1 of 1532 (2004),which include a travel ban and
asset freeze. USUN may inform the French Mission to the UN
that we will place a hold on Ali Kleilat's delisting request
to conduct further investigations, if they do not object to
his delisting petition. USUN should also inform the Liberian
Mission to the UN that the U.S. has placed a hold on Ali
Kleilat's delisting request and request any information the
Government of Liberia has on Kleilat's activities. As a
Liberian citizen, and as a person on the Liberia Sanctions
Committee's asset freeze and travel ban lists, the Government
of Liberia has a responsibility to thoroughly review such
delisting petitions and provide the Committee with its
opinion on the delisting request.
