1. (U) This is an action message, see para 2.
2. (C/REL NATO) In accordance with the Alliance agreement to
coordinate Vienna Document 1999 (VD99) evaluation visits and
inspections (AC/319-WP(2008)0009-REV8, dated 9 February
2009),the Verification Coordinating Committee (VCC) has
requested that all NATO states report their plans for VD99
evaluation visits (one primary participating State, pS, and
one alternate) and inspections (two primary pS and two
alternates) for 2010 to the Arms Control and Coordination
Staff (ACCS) by 15 October 2009. Mission is requested to
provide to ACCS the following U.S. bids by October 15:
- U.S. evaluation visit bid: Primary--Russia,
alternate--Tajikistan
- U.S. inspection bids: Primary--Russia, alternate--Belarus;
and primary--Kazakhstan, alternate--Armenia
With regard to the primary bid for an inspection in
Kazakhstan we refer to provision 3 in the document on VD99
implementation coordination, AC/319-D(2009)0001 (INV),which
states that "if an Ally, during the previous year, lost an
evaluation or inspection by an uncoordinated activity, this
Ally will have priority to conduct an inspection or
evaluation in the country they planned to conduct this
activity."
3. (SBU) Our experts will be prepared to discuss these bids
on the margins of the November 16-17 VCC and VCC Experts
meetings.
