1. The Department requests that Post deliver the following
diplomatic note to the Spanish Ministry of Foreign Affairs.
2. Text of Diplomatic Note:
(Insert complimentary opening) The Department of State has
the honor to acknowledge receipt of the Embassy of Spain's
Note Verbale No. 27 dated March 16, 2009 regarding the
tridimensional radiological characterization of the area of
Palomares (Almeria). We understand that the characterization
report prepared by the Centro de Investigaciones Energeticas,
Medioambientales y Tecnologicas (CIEMAT),with which the U.S.
Department of Energy shared part of the research cost, is
currently being reviewed by the International Atomic Energy
Agency (IAEA). Once the IAEA review is complete, we would
appreciate the Spanish government's release of the report,
together with the IAEA assessment, to the United States
Government for formal review. (Insert complimentary closing)
