1. (SBU) The Administration has decided to withdraw Ms. Anne
Slaughter Andrew as the candidate for U.S. Ambassador to
Jamaica. Post is requested to inform the Government of
Jamaica of this decision via diplomatic note (text at para
2). On September 25, Assistant Secretary Thomas Shannon
notified Deputy Prime Minister and Foreign Minister Kenneth
Baugh of the decision and advised him that the GOJ would be
informed officially via diplomatic note.


2. (U) Begin Text of Diplomatic Note:

The Embassy of the United States of America presents its
compliments to the Ministry of Foreign Affairs and Foreign
Trade of the Government of Jamaica. It is with deep regret
that I inform you that Ms. Anne Slaughter Andrew is no longer
a chief of mission candidate for Jamaica. The United States
values the long friendship and mutual interests that our two
countries share and I am confident that another highly
qualified ambassadorial candidate will be presented to your
government in the near future.

The Embassy of the United States of America takes this
opportunity to renew to the Ministry of Foreign Affairs and
Foreign Trade of the Government of Jamaica the assurances of
its highest consideration.
