1. (SBU) Embassy delivered reftel diplomatic note and aide
memoire on September 25 to Deputy Minister of Foreign Affairs
Milen Lyutskanov and Deputy Minister of Transportation,
Information Technology, and Communication Kamen Kichev.
2. (SBU) In a diplomatic note received October 29, the
Bulgarian Ministry of Foreign Affairs indicated it will
support the U.S. candidacy for category "A" membership in the
IMO Council. In the same dipnote, the Bulgarian government
is seeking U.S. support for Bulgaria's candidacy for
membership in the Universal Postal Union's Administrative
Council at the elections to be held during the 25th Congress
of the organization in 2012.
