(C) In a March 31 meeting to discuss reftel, MFA's Western
Balkans Office Director Krassimir Tulechki told PolEcOff that
although there was no final decision on submitting a brief on
Kosovo to the International Court of Justice (ICJ),Bulgaria
believes such a brief would be irrelevant. Bulgaria
considers Kosovo's independence declaration to be complete,
final and legal. Tulechki stated that the Bulgarians have
delivered the same message to Serbia. He stressed that
Bulgaria continues to support Kosovo's independence and
inclusion in regional and international organizations.
