1. (S/NF) Post recommends that the four Singapore Critical
Infrastructure/Key Resources (CI/KR) included on the 2008
Critical Foreign Dependencies Initiative (CFDI) list be
retained on the 2009 CFDI list, because they continue to meet
the criteria set forth in Ref A, paragraphs 4 and 8. Those
four CI/KR are: C2C Cable Network undersea cable landing,
Changi, Singapore; EAC undersea cable landing, Changi North,
Singapore; Port of Singapore; and Strait of Malacca.


2. (S/NF) In addition, Post recommends adding Jurong Island,
and Changi Airport as the fifth and sixth CI/KR for Singapore
to the 2009 CFDI list.


3. (S/NF) Jurong Island, located in the Singapore Strait,
2.3 km from the main island, is the center for Singapore's
petrochemical and oil refining industries. Singapore is the
third largest refining center in the world, and can process
1.3 million barrels of oil per day. Any disruption of these
activities at Jurong could result in a serious negative
impact on world energy supplies. A number of U.S. firms,
including ExxonMobil and DuPont, have major operations on
Jurong Island.


4. (S/NF) Changi International Airport is one of the busiest
airports in the world. It handles more than 35 million
passengers per year and is a major air cargo transshipment
point. Changi has extensive air links throughout Asia and to
the Middle East, Europe, and the United States. Terrorists
linked to Jemaah Islamiya (JI) at one point reportedly
considered launching an attack on Changi. Any disruption of
service at Changi would likely have a deleterious impact on
global air traffic.
