1. (U) This is an action request. Please see paragraph 5.


2. (C) In an April 20 meeting, Jorge Chocair, Director of
the Public Prosecutor's International Cooperation and
Extradition Division, requested that the USG become more
involved in international fora for public prosecutors. He
identified two organizations where Chile would appreciate
increased USG engagement -- the Iberian-American Association
of Public Prosecutors (AIAMP) and the World Summit of
Attorneys and Prosecutors General. Chocair told Epoloff that
active USG participation strengthens the position of moderate
countries like Chile. Without the USG, Chocair added, there
is a void that is often filled by unhelpful countries such as
Iran and Venezuela.


3. (C) Chocair specifically asked for high-level USG
participation in two AIAMP events scheduled for November 2009
in Guatemala -- the general meeting and a narcotics seminar.
He noted the positive feedback received from AIAMP members
about USG attendance at the December 2008 Trafficking in
Persons summit held in Santiago. Chocair added that, as
permanent Secretary General of the AIAMP, Chile does not want
the organization to be dominated by countries like Venezuela.



4. (C) Looking ahead, Chocair pointed to the World Summit of
Attorneys and Prosecutors General as another forum that needs
USG participation. He explained that the first summit took
place in 2004 in Guatemala and was followed by a 2005 meeting
in Qatar. The most recent summit took place in March 2009 in
Romania and featured a prominent nine member delegation from
Iran. Chile has agreed to host the next summit in 2011, and
wants to attract a strong, like-minded group of attendees.
While still 23 months away, Chocair made it clear that Chile
desperately wants the USG to take an active role in the
summit.


5. (C) COMMENT AND ACTION REQUEST: As permanent Secretary
General of the AIAMP and host of the next World Summit of
Attorneys and Prosecutors General, Chile has a vested
interest in raising the profile of both groups. Chocair is a
trusted Embassy contact and his plea for USG engagement on
criminal justice issues is genuine. Post requests feedback
from INL/LP, INL/PC and IO/C on possibilities for more active
involvement in the AIAMP and the World Summit of Attorneys
and Prosecutors General.
