1. Per reftel, EPolOff surveyed NGO and civil society
contacts and learned that several organizations participated
in the UN Universal Periodic Review process for Chile.
Amnesty International, the Corporation for the Promotion and
Defense of People's Rights (CODEPU),and the Humanas
Foundation submitted information directly to the UN and the
GOC. The Observatory of Citizens Rights, an umbrella group
that includes the Observatory of the Rights of Indigenous
Peoples, the Ideas Foundation, the Domos Foundation, and the
Center for Human Rights at Diego Portales University, also
provided information to the UN. The Social Aid Foundation of
Christian Churches (FASIC) did not participate but was aware
of the review process.


3. The GOC recently formed a commission to prepare its
self-report for the review process. Commission participants
include the Secretary General of the Presidency, the
Presidential Advisor on Human Rights, and representatives
from the Ministry of Foreign Affairs, the State Defense
Council, and the Ministry of Defense.
