1. (S) American Embassy El Salvador fully endorses the referenced
FY09 funding proposals in support of Operation Enduring Friendship
Caribbean-Central America (OEF-CCA) under Section 1206 of the
National Defense Authorization Act (NDAA).
2. (S) SOCSOUTH submits FY09 funding proposal for equipping of the
Counter-Terrorism Unit. This will enable the unit to effectively
conduct counter terrorism and hostage rescue operations.
3. (S) USARSO submits FY09 funding proposal to train and equip an
Information Operations (IO) Company in support of OEF-CCA. The IO
Company will provide support to Salvadoran units developing strategic
themes and messages to counter Transnational Criminal Organizations
and extremist ideology that can support terrorist operations.
4. (S) USARSO submits FY09 funding proposal for Civil Military
Operations and Strategic Communications Training in support of
OEF-CCA. The purpose is to improve Civil-Military Operations and
Strategic Communications in order to combat violent Transnational
Criminal Organizations and extremst ideology that can support
terrorist operation.
