THREATENS TO CUT OFF ATC SERVICES TO AMERICAN AIRLINES

1. A/Econcouns delivered reftel demarche on American Airlines (AA) and
the Central American Corporation for Air Navigation Services (COCESNA)
to Rene Rodriguez, Director of El Salvador's Civil Aviation Authority,
on July 14. Rodriguez advised that El Salvador had sent COCESNA a
formal request the morning of July 14 asking that COCESNA suspend its
resolution and agree to a board meeting with a "high level" AA
official. He promised to contact COCESNA immediately to reiterate our
points and check the status of El Salvador's request.
2. Rodriguez called A/Econcouns after speaking with Bayardo Pagoada,
Executive President of COCESNA. Rodriguez said that Pagoada advised
him that, unlike El Salvador, the majority of member countries "want to
stand firm" and make AA pay in US dollars "like all other US airlines
do." Rodriguez said that he had made El Salvador's position clear,
but, as only one of six board members, did not know what more he could
do.
3. El Salvador's letter to COCESNA has been sent to EEB and WHA via
e-mail.
