SUBJECT: SAUDI ARABIA: NEW OPPORTUNITIES FOR LONG TERM
ASSISTANCE WITH MINISTRY OF THE INTERIOR

1. (U) This is an action request. Please see para 4.
2. (C) On 30 May Dr. Khalid al-Taweel, who oversees the
Ministry of the Interior's (MOI) interface with Office of
Program Management:Ministry of the Interior (OPM-MOI),again
requested assistance for (1) a new cyber security program and
(2) establishment of a Diplomatic Security Service/Bureau for
MOI. For a second time, Khalid specifically asked for DHS
participation with the cyber security request. Regarding
diplomatic security, Khalid asked for Department of State
assistance to establish a bureau that functions much as DS
does in the Department of State. Khalid specifically asked
for an assessment visit to assist with development of this
new MOI service/bureau. The new MOI organization would
oversee DS within KSA and at their world-wide embassies.
Khalid stressed that the cyber security and diplomatic
security programs are both priorities for MOI.
3. (C) Comment: Both requests present golden opportunities
for continued long term engagement with MOI. The President's
recently announced new Cyber Security effort probably
prompted Khalid to renew his urgent requests. At this
juncture, Post believes it is key to designate a lead
office/organization for each request, and to schedule an
assessment visit at the earliest possible opportunity to
better understand MOI,s requirements. GSA/MOI will fund all
costs for the assessments visits and respective programs.
Clearly DS would be best lead for the DS request, while a
cyber security lead would need to be identified rapidly
within the interagency. Other potential partners and
"centers for excellence" would need to be identified. A
rapid response is critical to maintain the momentum with MOI.
4. (C) Action requested: Post requests guidance on how to
respond to Dr. Khalid al-Taweel, specifically when can DS and
cyber security assessment teams visit Riyadh.
