1. (C) Latvia will support the USG position on both the
Israeli nuclear capabilities and military strikes against
nuclear facilities resolutions, if necessary, and agrees that
a consensus based outcome on Middle East issues at the IAEA
General Conference is the best possible outcome. Pol/Econ
Off delivered reftel demarche to Raimonds Oskalns, Head of
the MFA's Arms Control and Non-Proliferation Division, and
Judite Dobele, Head of the MFA's Asia, Africa, and Oceania
Department. Mr. Oskalns said that the EU wants to avoid
complicating relations with the non-aligned movement
coutries before next year's NPT Review Conference.
Therefore, Latvia and the rest of the EU will support the USG
position, but they will tread carefully on this issue.
