1. (SBU) Foreign Minister Falconi declared on November 21 to
Telesur television that Ecuador would not recognize the results of
the November 29 elections in Honduras. He called upon the
international community to do the same, describing the elections as
"corrupt," and downplaying Micheletti's announcement that he would
temporarily leave power from November 25 to December 2. Falconi's
statement reiterates his November 11 declaration that "an electoral
process that goes against democratic order will not be recognized
by Ecuador," and that the GOE demanded "the immediate and
unconditional restitution" of Zelaya.

2. (C) The Embassy sought to discuss the Honduras situation on
November 20 with new MFA Director General of Central and South
America and the Caribbean, Ruth Maria Duenas, but she was not
available. The Embassy spoke instead with MFA North America
Director General Juan Salazar, stating that the USG welcomed the
decision by Micheletti to take a leave of absence to allow for a
period of reflection by Hondurans during the elections, and asking
the GOE to support the decision and its implementation. Salazar
did not provide a substantive response, but promised to relay our
demarche to the appropriate Ministry officials.
