1. (C) Reftel talking points on the Pittsburgh G-20 Summit
were delivered to Director Pebetsa Maleka and Senior
Economist Mukondi Mpeiwa of National Treasury's International
Finance and Development division on September 21. Maleka and
Mpeiwa made the following points in response:

-- Reforming the IFIs and ensuring the adequacy of capital
flows to least developed countries remain South Africa's key
objectives for the G-20 process. Building up the capital of
the African Development Bank is especially important.

-- The Summit should reiterate the need for G-20 members to
refrain from protectionism. Of all G-20 members, South
Africa has the "purest" record on protectionism, Maleka
claimed.

-- It would be useful for the Summit to discuss imbalances in
the global economy -- particularly in China and the U.S. --
and their implications for long-term financial stability.


2. (C) Maleka and Mpeiwa registered a mild complaint that
the agenda for the Summit was late to arrive and contains few
details about the proposed talks. "We still don't know what
exactly is going to be discussed," Maleka said.


3. (C) In Maleka's view, there is a "disconnect" between
what happens at the G-20 Finance Minister meetings and what
is taken up at the Heads of State meetings. She also thought
the core members of the G-20 ("the G-8 countries") could do a
better job of consulting with the rest of the G-20 membership.
