1. Per reftel, on February 27 Ambassador delivered demarche
points to Minister of Foreign Affairs Jose Brito. Brito warmly
welcomed the news of the United States intent to return to the
United Nations Human Rights Council. It was his view that the
U.S. could be a more effective advocate for positive change by
acting within the council than by remaining outside of it.
