1. (SBU) On 7 October 2009, POLOFF delivered reftel demarche
to David Masek of the United Nations Department at the Czech
Ministry of Foreign Affairs. Masek commented that the Czech
Republic understood the reasons for the postponement of the
Exercise Planning Group meeting and added that members of the
Czech National Police hoped to participate in the Netherlands
exercise COBALT. He also added that this might be difficult
due to budgetary constraints. POLOFF was unable to deliver
this demarche jointly with a representative of the Russian
Embassy as they had not received the appropriate instructions
from Moscow.


2. (SBU) On a related topic, Masek commented that the Czech
Republic remained interested in participating in the Nuclear
Security Summit to be held in Washington D.C. in April 2010.
While Czech efforts regarding nuclear safety were limited by
budgetary constraints in 2009, the Czech Republic has a
strong history of participation in a variety of related
activities such as the International Atomic Energy Agency
(IAEA) and Czech funding for disposal of nuclear material
from Serbia. Based on this, the Czech Republic seeks a
meaningful role at the Nuclear Security Summit.
