1. (SBU) We delivered reftel demarches on June 29 to Finance
Ministry Financial Analytical Unit official Jaromir Neuzil
and Foreign Ministy United Nations Department officials David
Masek and Ladislav Steinhubel. Officials in both ministries
said that the Czech Republic will instruct its financial
institutions to implement the financial provisions of UNSCR
1874. They anticipate receiving European Commission
guidelines covering financial provisions. Both ministries
stressed that implementation of financial sanctions will be
handled by the Finance Ministry, not the Foreign Ministry, in
the future. Neuzil noted that this division of
responsibilities is very unusual in Europe, and that the
transition will require a period of adjustment.
