KOSOVO PARTICIPATION IN REGIONAL COOPERATION COUNCIL

1. (SBU) Czech MFA Office of South and South East Europe
Deputy Director Josef Zrzavecky commented that the Czech MFA
reached out on May 29 to its Embassy in Chisinau. According
to Zrzavecky, the MFA instructed its Ambassador to raise
Czech bilateral concerns that Kosovo representatives are not
being allowed to attend the Regional Cooperation Council
meeting and that for this reason Czech representation from
Prague at this event may be reduced. (Note: While the Czechs
were not planning to send a representative from Prague even
before Moldova stated it would not allow GoK representatives
to enter Moldova, the Czechs are still making this point with
the Moldovans. End Note.)
2. (SBU) Zrzavecky stated that since the Czech Republic holds
the EU Presidency, and the EU does not have a united position
on Kosovo participation at this event, the Czechs will need
to attend and represent the EU, but this will likely be done
by their Ambassador in Chisinau. The MFA has not heard back
from its Ambassador regarding this demarche yet. They have,
however, expressed a willingness to inform us if the Moldovan
response is noteworthy.
